The trade unionists of the SINDICONS Federation, dissatisfied with the retirement conditions of employees working in bad conditions

Examining the results of fulfilling the claims of the social partners to modify and complete the list of particularly difficult working places under which old-age pensions are granted on advantageous terms was the main topic of today’s April 11 meeting held by Sergiu Sainciuc, vice president of the CNSM, with the leadership of the SINDICONS Trade Union Federation of Construction and Building Materials Industry and the trade union staff from constructions, mining, cement, glass industry.

Victor Talmaci, president of the Trade Union Federation of Construction and Building Materials Industry “SINDICONS” declared that the Federation “SINDICONS” was seised repeatedly that the workers in construction, mining, cement manufacturing, glass industry were deprived of the right to retire on advantageous conditions. They benefit only the right to old age retirement in general terms, as a result of the repeal of a paragraph of the Law on the Public Pension System covering retirement age for employees working in very harmful and heavy conditions.

He also noted that neither by the adoption of Law no.317 of 22.12. 2017 on the amendment and completion of the Law on the Public Pension System was not given the possibility to retire on advantageous terms for the persons who have completed the special contribution periods, that the amendment of the legislation in this case was done unjustifiably without consulting social partners.

In turn, Sergiu Sainciuc, vice-president of the CNSM, pointed out that today we have the legislative, normative framework stipulating how to set the pension for employees working in special conditions, which does not exclude certain shortcomings in this respect. The CNSM has resorted to several steps in order to remove the gaps in the legislation on the retirement of disadvantaged employees in advantageous conditions. Consequently, he remarked, the Government of the Republic of Moldova has recently adopted a decision obliging the managers of the enterprises to evaluate the jobs, to draw up a list of the places of work granting the right to old-age pension on advantageous terms.

The vice-president of the CNSM pointed out that due to the intervention of the social partners, the question of the shortcomings in the legislation which affects the right to advantageous retirement conditions for the workers who work in special conditions will be discussed again.

Svetlana Vecvert, Head of the General Directorate for Control and Application of the Social Rights Law of the National Social Insurance House, also informed the people about the measures taken by the given institution for the employees who work in damaging conditions to genuinely benefit from the provisions of the law stipulating retirement conditions on advantageous terms.

The event ended with a questions and answers session where trade union activists were able to find out the answers to all the questions they had about the subject.
