Central public administration reform, in the attention of trade unions

Any reform of the state central government’s efficiency has certain painful effects, generates problems, such as layoffs, while we, trade unions, want jobs, salaries, workers’ allowances to be kept – with this despair Oleg Budza, president of CNSM, began his speech during the meeting of the members of the CNSM Confederal Committee with Iurie Ciocan, the President of the Center for Implementation of Reforms, which took place today, October 27, at the House of Trade Unions.

Moreover, Oleg Budza, as the leader of the trade unions in Moldova, expressed his wish that in the process of reforming the central public administration competent persons to be elected in leading positions. Because, he said, the experience of similar reforms abroad shows that they have a beneficial effect. That is why it is important that the reform of the central public administration in the Republic of Moldova to be sustainable, Oleg Budza pleaded.

Iurie Ciocan noted that one of the basic goals of the current reform of the central public administration is “to divide the political factor from the administrative factor”, considering “long-term benefits”, which will be felt within 4- 5 years. Another effect, in his view, is the career prospects that open to employees working in the central public administration. They, in the opinion of the President of the Center for Implementation of Reforms, will no longer be under the influence of the political factor. That is, they will be promoted in the position regardless of the “political color” of the minister, only based on the results.

Speaking about the impact of the current central public administration reform on the number of employees, Iurie Ciocan said staff reductions were made at the level of ministries. In fact, 895 ministerial posts were liquidated. However, the situation is not so serious, he assures us, because almost half of them, that is, 421 were vacant positions, so that the number of redundant is practically halved. At the same time, he stated that the redundant workers are doing their best to be employed, especially in state agencies, which represent the central government’s structure No.II.

An important detail of those reported by the “coordinator” of the central public administration reform is the fact, according to him, that although significant layoffs have been made by the employees, the salary funds of the central public administration personnel will not be reduced, but the wages will increased to those who will continue to work in this sector.

Mihail Hîncu, vice-president of the CNSM, argued that the central public administration reform is necessary and that it is desirable that all that was expected to be finalized.
