Civil society representatives analysed how it is realized the National Action Plan on the implementation of the EU-Moldova Association Agreement

The Institute for European Policies and Reforms (IPRE), in partnership with the National Platform of the Eastern Partnership Civil Society Forum, today organized a public event to present the new Alternative Report on the implementation of the EU-Moldova Association Agreement. The report was developed within the framework of the project “Monitoring the implementation of the Moldova-EU Agreement”, carried out in cooperation with the support of the Konrad Adenauer Foundation.

The event was attended by representatives of the central public authorities, the EU Delegation to Moldova, representatives of the National Trade Union Confederation of Moldova (CNSM), representatives of non-governmental organizations. IPRE experts submitted an independent, qualitative and quantitative assessment of the results achieved by June 30, 2018, in implementing the Titles II, III, IV, V and VI commitments, in line with the objectives set out in the National Action Plan for Implementation of the Moldova-EU Association Agreement (for the years 2017-2019).

Daniela Morari, State Secretary for European Integration, said that the Ministry of Foreign Affairs and European Integration welcomes this alternative report exercise that adds value to the efforts of line institutions in implementing the provisions of the Association Agreement and the recommendations made will be examined and taken in consideration of the implementation of the Plan. “When drawing up such reports, it is important to look at the overall picture of the existing progress, but at the same time to distinguish between the actions directly related to the implementation of the Association Agreement, the actions related to the obtaining of the macro-financial assistance from the EU side, actions related to the internal situation, which influence the country’s approach to European standards etc.”, the State Secretary stressed.

During a debate session, those present included issues related to political dialogue and reforms, economic and sectoral cooperation, trade and justice, freedom and security issues, financial assistance and EU-Moldova cooperation relations.

Attending the event, Sergiu Sainciuc, vice-president of CNSM, mentioned that the trade unions of the Republic of Moldova would be interested to see in the future analyses presented in the Alternative Report elaborated by IPRE, which is the situation regarding the social aspects of the Association Agreement.

“The Alternative Report no. 3 does not contain the information on the implementation of the social provisions of the Association Agreement which are included in Chapter 4 “Employment, Social Policy and Equal Opportunities” of Title IV “Economic Cooperation and Other Sectoral Cooperation” which has been detailed analysed. It covers employment, social protection and wages, as well as Directive no.39 labour field, occupational health and safety requirements, the fight against discrimination and equal opportunities for women and men to be transposed into national law. We would like to see these issues in the future Report because it refers to all employees working in the national economy,” Sergiu Sainciuc said.

It is worth mentioning that 679 of 1487 measures of the National Action Plan on the Implementation of the EU-Moldova Association Agreement, including those initiated in 2017, were evaluated in the IPRE Alternative Report. The full text of the IPRE Report can be accessed on the IPRE website.
