Labour inspectors of the National Trade Union Confederation of Moldova (CNSM) and State Labour Inspectorate (ISM) made on Friday, 1st of April, an assessment of joint activities undertaken in 2015 within the Collaboration Agreement between the two institutions.
Oleg Budza, president of CNSM, said that the issue of safety and health at work was discussed and continues to be addressed by trade unionists at all levels, focusing, in particular, the exclusion of ISM under the Law 131 regarding state control over the entrepreneur activity. “Health and human safety have priority, any other checks may be limited, but not those of labor inspectors. We should not expect something serious to happen, and afterwards to look for the guilty one. We will continue to insist on the compliance of the provisions of ILO Convention nr.81on labor inspection, ratified by our country,” said Oleg Budza, adding that this issue was discussed at a recent meeting of trade unionists with the Prime Minister Pavel Filip “.
According to Elena Carchilan, head of the Labour Inspectorate of Trade Unions (IMS) under the Collaboration Agreement between CNSM and ISM in 2015 there were undertaken a series of joint actions: sharing best practices for application of the laws and regulations, conducting joint controls on verifying compliance with laws and regulations at units where were serious and fatal accidents at work and examining petitions of trade union members. However, state labor inspectors and trade unions ones participated in the investigation of 44serious and fatal occupational accidents and 3 accidents with temporary disability.
Carchilan also said that for the current year Labor Inspectorate of Trade Unions will promote the formation of committees for safety and health at the primary trade union organizations and application of best practices to combat the informal economy.
In his turn, Dumitru Stăvilă, director of the State Labour Inspectorate, stressed the importance of collaboration between the institution he represents and CNSM.
“We have the same purpose – to ensure the proper application of labor law and health and safety rules at work. Being constantly where trade union members work, trade union labor inspectors notify us whenever violations or accidents occur, participating directly in their research. Thus, we inform each other and contribute to improving the legal framework, the training of specialists in OSH and other activities provided for in the Joint Action Plan, “concluded Stăvilă.
The collaboration agreement between CNSM and ISM was concluded on the 18th of November 2014.
