Today, March 3, during the meeting of the National Commission for Consultations and Collective Bargaining, the first of this year and with a new president, Chiril Gaburici, Minister of Economy and Industry, representatives of the Government, employers and trade unions approved the draft law for the modification and completion Law no.245-XVI of July 21, 2006 on the organization and functioning of the National Commission for Consultations and Collective Bargaining, of the committees for consultations and collective bargaining at branch and territorial level, aiming to improve and consolidate the current social partnership system.
It should be noted that the amendments contained in the draft were approved and sent for examination and promotion by the Confederal Committee of the CNSM during the meeting of November 16 last year.
The CNSM’s appraisals and objections to the draft law on the promotion of employment, which were made at today’s meeting, also benefited from the social partners’ support. Thus, Sergiu Sainciuc, vice president of the CNSM, noted that this is a very necessary draft, it contains many activities to make the labour market more efficient. At the same time, he proposed some ideas to improve it. In particular, he suggested that the tripartite counselling council for the National Employment Agency should be appointed or coordinated by the Ministry of Health, Labour and Social Protection, but not by the head of NEA, as stipulated in the draft discussed at today’s meeting of the Commission. Besides, the CNSM vice president requested clarifications from the author of the draft in question regarding the modification of the way of granting the unemployment benefit.
In the talks, Oleg Budza, president of the CNSM, suggested that it is necessary to identify a formula to halt the exodus of the country’s specialists, given the fact that the state, the employers allocate large amounts of money for their preparation, the idea that enjoyed all the support from colleagues.
Expressing on the subject of amending and supplementing the legal framework in the field of pensions in order to grant the right to old-age pension on advantageous terms, Sergiu Sainciuc stated that an injustice has been removed in relation to the persons working in harmful conditions, a good legislation has been adopted in this respect.
The consultation and collective negotiation partners shared the CNSM’s concerns regarding the current situation regarding the provision of pre-school, gymnasium and high-school institutions with teachers, and agreed on solutions to this.
