Joining the Global Agreement “Global Deal” will lead to strengthening the cooperation between social partners for people’s welfare

Today, April 5, at the National Commission for Collective Consultations and Negotiations meeting, the National Trade Union Confederation of Moldova came up with the initiative to examine the CNSM proposal on the association of national social dialogue partners to the global agreement “Global Deal” which corresponds to the international tendencies of social dialogue.

According to Tatiana Marian, CNSM rapporteur, the Global Deal partnership is a social dialogue platform with a long-term vision and aims at addressing jointly the challenges facing the global labour market. The Global Deal initiative was developed by the Swedish Prime Minister in co-operation with the ILO and the OECD and includes more than 50 partners, public authorities, businesses, trade unions and other organizations in 16 countries of the world.

The CNSM believes that the association of the Government, employers’ organization and trade unions to the Global Deal will strengthen the capacity of the social dialogue for inclusive growth and development and will help to strengthen the cooperation of the social partners in our country in order to ensure the prosperity and welfare of the working people.

The initiative of the trade unions raised interest from representatives of the Government and employers’ organizations, so it was decided by mutual agreement that a decision on this initiative would be taken at the ordinary meeting of the Commission.

Another important topic, which was included on the agenda of the meeting of the National Commission for Collective Consultations and Negotiations at the CNSM initiative, was to examine the situation of employees in case of employer’s insolvency.

Sergiu Sainciuc, vice-president of the CNSM, declared that the National Trade Union Confederation of Moldova is in favour of ratifying the ILO Convention No.173 on the Protection of employees’ claims in the case of employer’s insolvency for several reasons. Firstly, because it will contribute to the improvement of the national legal framework and its adjustment to international concordances, to the acquis communautaire, it will actually ensure the protection of salaries in the event of the employer’s insolvency. Finally, it will guarantee the implementation of the legal provisions on the compliance of employees’ rights to work.

The government and employers’ organization have supported the trade union initiative and, as a result, it was decided to analyse the proposal of the CNSM, discussed at a meeting of the working group made up of representatives of the social partners.

The debate on the topic of the organization and functioning of central public authorities with competences in the field of occupational safety and health has been discussed with much debate. As reform in this area is in full swing. Oleg Budza, president of the CNSM, proposed that the topic to be debated at a special meeting of the National Commission for Collective Consultations and Negotiations. His suggestion was accepted by the representatives of the Government and employers’ organization.
