Sectorial Committees, balancing tools of the Labour Market

The role and attributions of the sectorial committees in professional training was the generic of the training session for representatives of the national-branch trade union centres and employers’ organizations, which took place today, May 11, at the headquarters of the Trade Union House.

“The creation of sectorial committees in the branches of the national economy, said Petru Chiriac, vice-president of the National Trade Union Confederation of Moldova (CNSM), is one of the basic objectives of the trade unions in our country.”

“Moreover, he added that this imperative also derives from the content of the EU-Moldova Association Agreement, which gives priority to the training of professional staff, advocates the revision of many training programs and their adjustment to the level of the European requirements”.

Although six sectorial committees have been established in our country, Petru Chiriac said it was a modest result. He said that it is now important to prepare specialists according to the requirements of occupational standards, to develop new curricula that correspond to the current labour market requirements, is required to make a revision of the register of professions, jobs that exist today.

The vice-president of the CNSM noted that the professional training of graduates of vocational education institutions no longer meets the expectations of employers, business owners. In this respect, Petru Chiriac declared for a closer collaboration between the educational system and the branches of the national economy, especially regarding the creation of sectorial committees, aiming at correlating the professional training of employers and employees with the requirements of the labour market based on social partnerships at economic level in the field of vocational training.

Anna Gherganova, head of the Employment and Migration Regulatory Directorate of the Ministry of Health, Labour and Social Protection, noted that the event was organized to inform the representatives of the national-branch trade union centres and employers’ organizations about the latest developments in the field sectorial committees. She spoke to those present about the role and attributions of the sectorial committees for vocational training, insisted on explaining their functions, to contribute to the full understanding of the existing legal framework regarding the sectorial committees in terms of their attributions, to clarify the mechanism of interaction between the labour market and the vocational training system.

Violeta Vrabie, a representative of the International Labour Organization, said that the training session is a very good opportunity to stimulate collaboration and dialogue in order to balance the demand and supply on the labour market of our country with the involvement of the social partners in the process of creating new sectorial committees.

The completion phase of the training session was marked by animated discussions on the functions and attributions of the sectorial committees.
