Social partners are concerned about improving the situation in the education system

Trade unionists from education will be insistent on the negotiations with the Government on the finalization of the draft law on the unitary pay system in the budgetary sector that would help improve the situation in the education system. Genadie Donos, president of the Federation of Trade Unions of Education and Science (FSEŞ), today announced on April 25th at the 9th edition of the Pedagogical Ideas Forum “Chisinau- Dialogues 2018”.

Monica Babuc, Minister of Education, Culture and Research (MECC) and 120 teaching and leadership teachers from Chisinau, participated in the works of the Forum organized within the Labour Institute of the National Trade Union Confederation of Moldova. The overall objective of the Forum was to promote an open and constructive social dialogue to analyse the impact of educational policies on the educational system.

In the context of the discussions, FSEȘ president Ghenadie Donos mentioned that the line ministry has a partnership approach, but trade unionists are worried about the socio-economic situation of trade union members, especially in the payroll field. “The average salary in the public sector is 25% lower than in the real sector and the claims filed before have not been fully resolved. It is necessary to resume the dialogue with the Government so that the proposals and demands submitted by the trade unions to be heard, but even better – to be accepted “, stressed the trade union leader.

During the meeting with the teachers, Monica Babuc, the Minister of Education, Culture and Research mentioned that these meetings are important to analyse the situation in the system. “We launched in the autumn of last year a series of reform initiatives aimed at making the teacher work more efficient. In this respect, we have signed an Order that provides for the elaboration and approval of two important documents: the Nomenclature of the mandatory reporting documents in education and the Methodology for quantifying the time spent by the teacher in institutions. We want to have a direct dialogue with teachers to see how these documents are implemented, if they meet their expectations, or if they have problems in implementation and there are suggestions for improvement,” Monica Babuc stressed.

Monica Babuc mentioned the importance of cooperation between central public authority, teachers, pupils and parents so that the measures taken to restore the situation in the field of education are felt by the beneficiaries.

Rodica Guţu, interim general director, General Directorate for Education, Youth and Sports, Chisinau municipality, said that this Forum is a discussion platform where the MECC initiatives are examined in the context of the Education Code. “In the framework of workshops, participants have the opportunity to address topics related to the management of the application of school documentation; application of the methodology on the distribution of working time; the implementation of the Special Education Regulation type; the analysis of effectiveness and the Grid for assessing student behaviour,” added Rodica Gutu.

The event was organized by the General Directorate for Education, Youth and Sport of the Chisinau Municipal Council in partnership with the Ministry of Education, Culture and Research, the Institute of Education and Sciences, the Trade Union Federation of Education and Science, the Chisinau Municipal Council of the Trade Union Education and Science, Municipal Directorate for the protection of children’s rights, representatives of the Local Public Administration.
