After three days of activity, today, March 22, in Cahul, took place the event of the launching of the national campaign “Collective Labour Agreement – the guarantee of your rights”. Not by chance, this particular activity was carried out in this municipality. In Cahul, both at the level of the city and at the district level, the territorial commission for collective consultations and negociations is actually active, the collective labour agreement has been concluded.
By drawing the line, Oleg Budza, president of the National Trade Union Confederation of Moldova (CNSM), stipulated the main objectives of the national campaign “Collective Labour Agreement – the guarantee of your rights”. First, he noted, it is necessary to be aware of the need to conclude collective labour agreements, to analyse in detail how the provisions of these legal acts are negotiated, concluded and monitored. It is also imperative to identify and involve negotiators at branch level.
In particular, Oleg Budza pleaded for the consolidation of employers’ organizations. According to CNSM president, trade unions need a strong social partner. In addition, he advocated for the affirmation of the principle of representativeness, which is equally valid for employers and trade unions, from the point of view of observing the conditions contained in the collective labour agreements.
But the most important objective of the national campaign “The Collective Labour Agreement – the guarantee of your rights”, in the view of CNSM president, is to realize the value, importance of the leader of the first level trade union organization in the process of negotiating the collective labour agreement.
With this view of the CNSM president agreed, in their interventions, the trade union leaders from the enterprises, the institutions of Cahul municipality and district, such as Tamara Susarenco, president of UT of FNSAA “Agroindsind”, Maria Cotorobai, president of AT of the Federation of Public Service Employees, Sergiu Surugiu, Chairman of the Trade Union Committee “Moldtelecom” in Cahul within the Trade Union Federation of Communications.
Moreover, they denounced the difficulties faced by the leaders of the primary trade union organizations in the process of negotiating and concluding collective labour agreements, the lack of the initiative of the employers’ representatives in this context. Therefore, it was proposed that a legal provision be adopted to oblige employers to negotiate with trade unions and sign collective labour agreements.
Anatolie Nebunu, vice-president of the Cahul Territorial Employers Association, also expressed the importance of strengthening the social dialogue at territorial level, as well as strengthening the capacities of the territorial commissions for collective consultations and negotiations.
Present at the event, Sergiu Sainciuc, vice-president of the CNSM, exposed on the effectiveness of the social dialogue and the role of collective bargaining in Moldova, and Margareta Strestian, the president of the Trade Union Federation of Chemical Industry and Energy Resources Workers, Valeria Tricolici, President of the Trade Union Federation in the field of Consumers’ Cooperative, Trade and Business “Moldsindcoopcomer”, Igor Zubcu, Vice-President of the Trade Union Federation “Sănătatea”, stressed on important issues regarding the challenges and solutions for trade unions at the branch level
