The members of the Confederal Committee of the CNSM had a constructive discussion with the Minister of Economy and Infrastructure of the Republic of Moldova

Strengthening the social dialogue at the national and branch level, attracting investments and creating jobs without damaging the employees’ guarantees and rights, raising the qualification of the labour force and motivating the employees, fighting the informal economy were the main topics of the meeting of the members of the CNSM Confederal Committee with Chiril Gaburici, Minister of Economy and Infrastructure of the Republic of Moldova, which took place today, February 20, at the headquarters of the Government of the Republic of Moldova.

Speaking about the development of the social dialogue, Mihail Hîncu, vice-president of the CNSM, advocated for the creation and the functioning of the commissions for consultations and collective bargaining at branch level. He proposed that each State Secretary, responsible for a field of activity, should become chairman of a committee for consultations and collective bargaining. Afterwards, in the view of the vice president of the CNSM, the bargaining and conclusion of collective agreements at branch level or agreements to extend existing collective agreements should be undertaken.

In this context, Mihai Hîncu also suggested training of the members of the commissions for consultations in the field of social partnership and dialogue. Moreover, he emphasized, the CNSM has the necessary capacities and could be involved in the organization of the training process, including by training the trainers in the trade unions. At the same time, the CNSM vice president insisted on the creation of advisory councils within the branch committees on specific subjects of mutual interest.

Mihail Hîncu noted that the CNSM supports the efforts of the Moldovan Government, including the Ministry of Economy and Infrastructure, to attract investments and create jobs, but said that these measures should not affect employees’ rights. In his opinion, in recent years, there is a trend of excessive liberalization of labour relations, which does not have a positive impact on the employment dimension, does not contribute to the diminution of the informal sector in the country’s economy. In this context, the vice-president of the CNSM advocated further efforts in combating the phenomenon of informal work. Specifically, he proposed to develop a National Strategy to combat informal employment and wage payment “in the envelope”.

Sergiu Sainciuc, vice president of CNSM, stressed that the deficit of highly qualified specialists in the country deepens because of their massive exodus abroad. That is why he asked for the revision of vocational training curricula to be linked to labour market requirements, occupational standards and the nomenclature of qualifications. He also proposed to ensure a wage growth trend to keep pace with wage developments in the region.

Chiril Gaburici, Minister of Economy and Infrastructure of the Republic of Moldova, mentioned that the members of the Confederal Committee of the CNSM have shown a very constructive approach. He expressed his conviction that by resorting to social dialogue, the Government of Moldova and the CNSM are able to solve many problems related to the country’s prosperity and the people’s living standards. According to the Minister, such meetings between the members of the Confederal Committee of the CNSM and the management of the Ministry of Economy and Infrastructure should occur more often.
