The social partners, the Government, the Trade Unions and the Employers met today, November 1, at a new meeting of the National Commission for Collective Consultation and Negotiations to examine the draft Law on the unitary pay system in the budgetary sector.
The draft Law was recently published by the Ministry of Finance for public consultation, and this week trade unionists from various branches (education, health, culture, law enforcement, public administration) met to analyse with the trade union assets its provisions, discussing the content of the draft, outlining suggestions for improvement and recommendations. Today, trade union leaders, representatives of the mentioned branches, along with the leadership of the National Trade Union Confederation of Moldova (CNSM), presented at the meeting of the Commission concrete proposals regarding the unitary pay system in the budgetary sector.
According to the previously announced information, the implementation of the new unitary pay system in the institutions financed by the state budget and the local budgets is estimated at 3950 million lei in the medium term (2019-2021), which means the salary increases for employees in the sphere budget. According to the information presented at today’s meeting, the funds are provided in the medium-term budgetary Framework and do not require additional sources.
Octavian Armasu, minister of Finance, said that the new law was drafted with the support of the International Labour Organization and international experts, including best practices in the field of labour remuneration. Thus, by elaborating and adopting the given project, the multiple shortcomings of the current payroll system are eliminated, aiming to achieve a better motivation of the employees.
In this context, Sergiu Sainciuc, vice-president of CNSM, mentioned that the draft law on the unitary pay system in the budgetary system is ambitious, necessary and long-awaited by the employees in the budgetary sphere, which will make more clarity in the pay system for employees in the budgetary sector, which will ensure equity by establishing a unitary pay system.
Following the discussions, the social partners endorsed the bill on the unitary pay system in the budgetary sector. This project is to be examined for adoption by the Government and submitted to the Parliament of the Republic of Moldova for examination and adoption.
The Ministry of Finance mentions the unitary character of the new pay system. The assessment of posts allows the objective grouping of posts of similar value according to the principle of “equal pay for equal work”. The system also allows you to advance in payroll degrees (vertical) and payroll levels (horizontally). The Ministry of Finance also states that the law could enter into force on 1 December this year, so that from January 2019 the salary to be paid to employees in the budgetary sphere could be paid under the new law.
