Social partners participate today, July 9, at a assessment exercise on the business environment of the Republic of Moldova, organized with the support of the International Labour Organization (ILO), in accordance with the plan of activities set out in the Decent Work Country Program for the years 2016 – 2020. The purpose of the evaluation is to identify, through consensus and dialogue, the priority directions for reforms and public policies relevant and beneficial to all three parties involved in this process – Government, Trade Unions and Employers.
Ala Lipciu, National ILO coordinator in Moldova, said that the objectives of the workshop are to launch the primary research on the assessment of the favourable environment for enterprises in the country; presenting secondary data accumulated to date; validation of used survey methodology; establishing priority directions and identifying the next steps for an effective implementation of this complex exercise.
Judith van Doorn, an ILO expert on small and medium-sized businesses in Geneva, Switzerland, said the exercise aims to promote formal employment and inclusive work, identify methodological support for social partners. The tripartite exercise involves several steps: identification of problems and solutions; their analysis; conducting sociological research; drafting an evaluation report and action plan.
In this context, Victor Talmaci, president of SINDICONS Trade Union Federation of Construction and Building Materials Industry, said that such studies are necessary and welcome, however, to improve working conditions, to enhance social security, education and continuing vocational training, cooperation in the relations between the employee and the employer, collective bargaining, it is necessary to intensify the social partnership.
“This study will allow us to have a more detailed picture of the real situation of the Moldovan business environment. An important problem in this respect is unfair competition, we are talking about companies and entrepreneurs who are in favour of those entities that work under formal conditions. The overcoming of this problem is a key element in addressing the many shortcomings faced by the business community with a significant impact in the field of social policies,” emphasized Igor Crapivca, President of the Republican Club of Businessmen “TIMPUL”.
In the exercise, the parties analyse four central elements: political; economic; social and environmental issues. Social partners examine good governance, respect for universal human rights, macroeconomic policy and economic governance, the legal environment and the rule of law, information and communication technologies, access to financial services, entrepreneurial culture, justice and social inclusion, adequate social protection, responsible management of the environment.
