More than 4,000 delegates – representatives of governments, employers’ organizations and trade unions from the 185 member states of the International Labour Organization (ILO), are participating in the 107th Session of the International Labour Conference. The ILO event is held in Geneva, Switzerland, between May 28 and June 8.
At the Conference, the tripartite national delegation consists of Anastasia Oceretnii, State Secretary, MHLPS, head of the delegation, Oleg Budza, president of the National Trade Union Confederation of Moldova (CNSM), Leonid Cerescu, president of the National Confederation of Employers of Moldova, Dumitru Stavila, Director of the State Labour Inspectorate, Marin Cebotari, permanent representative of the Republic of Moldova to the UN Office in Geneva.
The agenda of the 107th Session includes issues related to: the effective development of ILO cooperation in support of the achievement of the Sustainable Development Goals; ensuring occupation and social protection of the population in the field of labour relations; the implementation of ILO conventions and recommendations and other international standards. The purpose of the event is to discuss the implementation by ILO member states of the fundamental international norms, standards and legal principles in the field of labour relations, employment and labour protection as well as the exchange of views on the prospects for the development of international cooperation.
At the Conference, the Moldovan delegation brings to the ILO member states objective and comprehensive information on the measures implemented in the Republic of Moldova in the field of labour protection, ensuring the employment of the population and the implementation of social and labour guarantees, including occupational health and safety.
At the same time, the Republic of Moldova is expected to report within the Regulatory Committee on the conformity of the reform of the institutional control framework in the field of occupational safety, in compliance with the International Labour Organization conventions ratified by the Republic of Moldova. It is important to note that the CNSM complaint against the Government of the Republic of Moldova regarding the non-observance of the Labour Inspection Convention 81/129 is examined.
Thus, Oleg Budza stressed that, after the adoption of the Law no.131 of 08.06.2012 on state control over entrepreneurial activity, the State Labour Inspectorate fell within its scope. Consequently, in the last two years employees are at risk of being injured at work. We hope that disscusing this problem at international level will lead to its solution at national level through social dialogue and, finally, will not seriously affect the working people.
In this context, at the meeting of 25 May 2018 of the National Commission for Collective Bargaining and Negotiation, its members recommended to the social partners, Government-Employers-Trade Unions, to examine a series of proposals regarding the elaboration of the draft amendment to the Law no. 131 of 08.06.2012 in order to exclude the Labour Inspectorate from its scope, the elaboration and implementation of an electronic register of employees’ records at the entity, with on-line reporting to the territorial labour inspectorates, and last but not least constructive collaboration between social partners.
The conference also addresses a wide range of topics related to social and tripartite dialogue in terms of strategic objectives, the transition from the informal economy to the formal one, the situation in small and medium-sized enterprises in the context of creating decent jobs, the social situation of various categories of workers, the situation of forced labour of children and violence at the workplace, as well as other socio-economic issues.
The importance of the 107th Session is that it takes place on the eve of the 100th anniversary of the ILO, which will be celebrated in 2019. In this respect, the conference will take account of the ILO’s initiatives on the challenges and future of work, in the era of globalization and the digital economy. These include the problems of finding jobs for young people and women, ensuring safe and decent working conditions, regulation of labour migration, orientation towards social protection of the population – current topics for the Republic of Moldova.
The International Labour Conference is the supreme permanent body of the ILO, whose tasks are to determine the overall policy of the Organization, as well as the development and adoption of international legal norms in the field of labour and social protection of the population. The sessions of the International Labour Conference are held annually.
