Declaration The General Council of the National Confederation of Trade Unions of Moldova in relation to the social and economic situation in the Republic of Moldova

We, the members of the General Council of the National Confederation of Trade Unions, are outraged by the fact that under the conditions of:

growth of massive emigration of the working age population and the deficit of qualified labor force, miserable wages of more than 27 percent of employees, which does not cover the subsistence minimum,enormous overdue payments to their payment, inadequate working conditions, small pensions, poor living conditions, worsening of health, increasing in gas prices and energy resources, as well as for products and services of first necessity, halting the social dialogue and collective negotiations, Republic of Moldova remains to be the poorest country in Europe.

We draw the attention of the Government and of the Parliament of the Republic of Moldova that it is time to honor the commitments made in parliamentary elections to the citizens, by:

  1. Elaboration of a concrete Plan to revive the industry and subsidize the domestic producers.
  1. Speeding up the establishment of the minimum salary for 60 percent of the average wage, with its subsequent indexing to the consumer price index.
  1. Improving the legal framework on remuneration in the real sector of economy.
  1. Effective implementation of all the levers of influence to minimize the payment of wages „in envelopes” and the „illegal” work.
  1. Not to allow the creation of a unique grille for the income tax of natural persons.
  1. Reduction in VAT rates to the socially important goods, services of strict necessity and drugs.
  1. Not to allow the increase of the mandatory healthcare insurance premiums from 8% to 9% (by 4,5% for each category of payers).
  1. Increase up to 15% the health care expenditures, calculated and allocated from the state budget.
  1. Solving the acute problems of medical insurance system and the amendment of the legislation to encourage people to a level of healthy living.
  1. Acceleration of the implementation of occupational medicine.
  1. Not to allow the development of a new Labor Code.
  1. Reforming the pension system in order to simplify and unify the calculation formula, the update of income insured taken into account in determining pension, pension recalculation of persons working in the labor market.
  1. Not to allow the increase in tariffs for electricity and natural gas.
  1. Elaboration of a program to support young people on employment in the field of work and insuring them with dwellings.

The trade unions declare that they calls for a socially oriented market economy, which is productive and competitive, for creating new jobs and decent wages under normal conditions, for the return of all citizens who have left the country and families looking for a job place, in order that the Republic of Moldova to become a prosperous European state.

NCTUMrequires an urgent convening of the National Commission for the collective consultations and negotiations and, starting from article 26 of the Labor Code, requests the beginning of negotiations on the claims submitted. Otherwise, the trade unions reserve the right to take other action in accordance with the legal framework.
