Proposals of CNSM on certain aspects of pension reform in the Republic of Moldova

The Government approved in August the concept of reforming the pension system, announcing that it will be implemented from the 1st of January 2017. Afterwards the National Trade Union Confederation of Moldova (CNSM) has developed a set of proposals in this regard.

CNSM believes that the pension system currently is one of the most important and sensitive social-economic problem in Moldova because it does not provide elderly people the necessary resources for life.

The set of proposals concerns the establishment of basic pension for all recipients of old-age pensions and disability pensions; entitlement to early retirement; entitlement to pension recalculation for pensioners who continue to work; aspects related to non-contribution periods.

The document also refers to increased contributions to the state social insurance budget; disability pensions; formula for calculating the pension and improvement of the replacement rate; indexation of pensions and combating the informal economy.
