Strengthening the capacities of trade union officials in the process of negotiating collective labour agreements is one of the basic effects of the activities carried out in April-June, in the context of the implementation of the CNSM Campaign “Collective Labour Agreement – the guarantee of your rights”. This is one of the main conclusions resulting from the information presented today, June 26, to the members of the Confederal Committee of CNSM about the implementation of the CNSM Campaign “Collective Labour Agreement – the guarantee of your rights”.
On this occasion, they were informed that 4 regional seminars were organized for the trade union leaders of the trade union and the employers organizations, who were trained on multiple aspects regarding the importance of the collective labour agreement, the procedures for organizing and conducting collective bargaining and the content of the collective labour agreement.
Also during the reference period, CNSM developed and promoted several normative acts that have a considerable impact on the field of negotiation and regulation of labour relations through negotiation. One of the most important achievements in this context is the adoption by the Moldovan Parliament of the Law on the modification and functioning of the National Commission for Consultations and Collective Bargaining, of the committees for consultations and collective bargaining at branch level, whose draft was elaborated by the CNSM. The legislative act in this case provides for the possibility of organizing bipartite consultations and collective bargaining committees at branch level and allows for the procedure for the adoption of committees’ decisions by consensus.
Besides this, the country’s legislature adopted at first reading the Law for the amendment and completion of the Labour Code of the Republic of Moldova, which stipulates the deadline for the conciliation of the parties to the labour conflict and the deadline for addressing the courts.
It was achieved the conclusion of the collective agreement at national level on the model of the individual labour contract for the period of accomplishment of a certain work and it was completed the draft of the Collective Agreement at national level on the model of the contract for continuous professional training.
