The National Confederation of Trade Unions of Moldova (NCTUM) and the National Patronage Confederation of Moldova (NPCM) succeeded in 2013 to negotiate with the Government of Republic of Moldova many aspects, among which the salary increase and the assignment of certain fiscal facilities.
The board of NCTUM and NPCM stated Tuesday, January 14, 2014, within a press conference, about the results of achievements and failures after the negotiations with the social partner, the Government.
Oleg Budza, President of NCTUM, declared that in 2013 the negotiations had no success. So, in 2014, the trade unions hope for a more efficient cooperation with the Moldovan Government.
”In 2013 we succeeded to increase the assured lower limit of salary in the real sector, from 1300 to 1400 lei. We succeeded to maintain the rates of state social insurance contributions, both for the employee (6%) and for the employer (23%). At the same time, there were increased the expenditures for the balneo-sanatorium treatment of employees with 10 million lei and there were withdrawn the expenses supported by the employer for transport, food and professional studies of employee”, Budza specified.
The NCTUM Deputy-President, Petru Chiriac, mentioned that last year the negotiations concerning the modification of calculation formula of salaries and pensions for its simplification, had no success.
„It was not re-established the norm concerning the interest of entrepreneurs in raising the number of job vacancies by reducing the rate of state social insurance contribution. The lump-sum allowance for child’s birth up to 5000 lei was neither increased; it was not re-examined the assured lower limit of salary in the real sector on the basis of indexes for 2010 year”, Chiriac explained.
The NCTUM Confederative Secretary, Nicolae Suruceanu, mentioned that after the initialling of the Association Agreement in Vilnius, it is necessary to harmonize in 2014 the legislation of Republic of Moldova with the directives of European Union, inclusively, to modify and complete the Labour Code in order to find the appropriate balance for the benefit of state. At the same time, he mentioned the necessity of existence of a legal framework for the amicable settlement of the labour conflict, till the appeal to judicial instances.
In its turn, the NPCM President, Leonid Cerescu, specified that the Collaboration Memorandum with the Moldovan Government and the Legal Business represented by Patronages, was not signed.
„This instrument is the first and sole through which the business environment takes over a pro-active role in fighting against the informal work and corruption phenomenon. All the more, it is not understood the reservation and delay of the signing process by the Government”, Cerescu explained.
This year, the Government’s social partners – the Trade Unions and the Patronages will resume the negotiations with the Government.
